Air Quality Fees

Construction and operating permit applications and asbestos notifications received by the DNR on or after January 15, 2016, will be subject to the fees established in the Fee Schedule below. Permit applications and notifications received prior to January 15, 2016, will not be subject to the application or notification fees, even if the DNR is still in the process of reviewing the submittals.

Senate File 488 (signed by Governor Branstad on May 15, 2015) granted the Environmental Protection Commission (Commission) authority to establish application fees for construction and operation of air pollution emitting equipment and fees for asbestos notifications. The Commission adopted rules and a Fee Schedule on December 15, 2015. The fees become effective on January 15, 2016.

Rules pertaining to air quality fees are located in 567 Iowa Administrative Code (IAC) Chapter 30 (Fees).


Fees will be set consistent with 567 - Chapter 30.  Fee advisory groups www.iowadnr.gov/feegroups will be convened annually by the DNR to review draft budgets and associated fees and provide recommendations on fee changes to the DNR. Any changes in the fees will be made by the Environmental Protection Commission and posted here.

Major Source Construction Permit and Prevention of Significant Deterioration (PSD) Application Fees (567 IAC 30.2)

Applicants will be billed for the actual hours worked to complete the issued permit.

b. Review of each Prevention of Significant Deterioration (PSD) permit application.

c. Review of each plant-wide applicability limit request, renewal, or reopening
- Typically reviewed by an Environmental Engineer Senior.
$115 50 - 250 hours
 
d. Review of each regulatory applicability determination
- Engineer assignment depends on complexity of request.

e. Reviewing or conducting of air quality modeling
- Typically reviewed by an Environmental Specialist, with final review by an Environmental Specialist Senior.

Title V Fees (567 IAC 30.4)

*Application fees (minus $100 to cover department administrative costs) may be refunded for minor source construction permit applications that are withdrawn before commencement of technical review.
**For Title V emissions fees due on or after July 1, 2016.
