Air Quality permits under review

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Title V Operating Permits
Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities.  Find permit details at www.iowadnr.gov/titlev-draft OR through the Iowa EASY Air Public Inquiry Portal and then click on the Public Notice tab.

Buchanan County
POET Biorefining - Fairbank, LLC located at 1277 102nd Street, Fairbank

The modification application was submitted to operate their existing Industrial Organic Chemicals, NEC facility. The public comment period ends September 9.

Lee County
Keokuk Mills, LLC. (dba Keokuk Steel Castings) located at 240 Royal Rd & 3972 Main St, Keokuk

The application was submitted to operate their existing Steel Foundries, NEC facility. The public comment period ends September 9.
 

Muscatine County
HNI Corporation - Central Campus located at 301 Oak St, Muscatine

The application was submitted to operate their existing Office Furniture, Except Wood facility. The public comment period ends September 9.

Polk County 
MidAmerican Energy Company – River Hills Combustion Turbines located at 105 Grand Ave, Des Moines

The Title V renewal application was submitted to operate their existing Fossil Fuel Electric Power Generation facility (SIC 4911) (NAICS 221112). The public comment period ends September 8. 

Webster County
Georgia-Pacific Gypsum LLC located at 2374 Mill Road, Fort Dodge

The application was submitted to operate their existing Gypsum Products facility. The public comment period ends September 9.

 

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. The public may review the following air quality construction permits available online at www.iowadnr.gov/airpermitsearch OR through the EASY Air Public Inquiry Portal and then click the Public Notice tab.

Muscatine County
Grain Processing Corporation – 1600 Oregon Street, Muscatine

Project 23-164, Emission Points 176.0 and 176.1:  The purpose of this project is to install a new fabric filter baghouse on Maltrin Packaging Line #2 (EP176.1). Maltrin Packaging Line #1 and the Maltrin Super Sacker will continue to exhaust to EP176.0. Overall, the hourly operating limit for maltrin packaging is proposed to be increased from 27 tons per hour to 59 tons per hour.  The public comment period ends September 12.

 Pottawattamie County 
Southwest Iowa Renewable Energy, LLC – 10868 189th St., Council Bluffs

Project No. 23-184, Modification of existing PSD permits by allowing 200 proof ethanol storage in tanks T-61 and T-62. The public comment period ends September 10.
