Company and facility managers, environmental staff, and governmental liaisons; and association representatives are invited to a meeting on August 1, 2019, at 10:00 A.M. The purpose of the meeting is to discuss projected shortfalls in funding for air quality program permitting services and core program implementation activities, and to develop a funding plan for the next 5 years or longer. At the meeting bureau staff will review a list of alternative funding options as well as ideas for implementation efficiencies as a starting point for discussions on how to best address the projected shortfall. Participants are also encouraged to bring ideas to present as well.
In 2014, recommendations were made by industry representatives for permitting and notification services to be supported by direct user fees. Funding levels and fee setting processes were authorized in legislation supported by permittees and were implemented in January 2016. Fee levels were set to provide funding for 5 years (fiscal years 2016 - 2020). As we look forward, we are again seeking your ideas and support for our ongoing services and responsibilities.
The meetings will be held from 10:00 AM to 2:00 PM in the Wallace State Office Building, 2nd Floor North Conference room, 502 E. 9th Street, Des Moines, 50319. Please check in at the Air Quality Bureau information desk on the 2nd floor. The agenda and meeting materials will be posted on the Public Participation website under Meetings – Fee Advisory Groups one week prior to the meetings. The Public Participation website can be accessed by going to www.iowacleanair.gov, clicking on the Public Participation title on the left menu, and scrolling to Meetings - Fee Advisory Groups.
Please RSVP to Wendy Walker at Wendy.Walker@dnr.iowa.gov or at (515) 725-9570 by July 26, 2019, to ensure adequate seating. We do not plan on providing a call-in number for the meeting due to the need for collaborative interactions during the meeting and breaks. A follow-up meeting is tentatively scheduled for August 29th, 10:00 AM to 2:00 PM, if needed.
