DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Title V Operating Permits

Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. Linn County

Diamond V Mills, LLC, 2575 60th Avenue SW, Cedar Rapids.

This application was submitted to operate their existing animal feed additive manufacturing facility. The public comment period ends October 9, 2026.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Southwest Iowa Renewable Energy, LLC – 10868 189th St., Council Bluffs, IA 51503

Southwest Iowa Renewable Energy, LLC (SIRE) is a dry mill ethanol facility located in Council Bluffs, IA. This project is for the rescission of one Prevention of Significant Deterioration (PSD) Permit No. 08A477-P4 for Natural Gas Boiler #2 (EU-S12B / EP-S12B). As of July 7, 2026, Natural Gas Boiler #2 (permit 08-A-477-P4) has been decommissioned by the facility. Permit 08-A-477-P4 (Natural Gas Boiler #2, EU-S12B/EP-S12B) is being rescinded to reflect disconnection/removal and the SIRE is complying with requirements in Condition 5.H of permit 25-A-149 (EU S12C, Boiler #3). Note, this emission unit EU-S12B (Natural Gas Boiler #2) is in a collection of air permits with Natural Gas Boilers #1 (EU-S12A). All comments are limited to the rescission of the PSD permit 08-A-477-P4 for Natural Gas Boiler #2 (EUS12B / EP-S12B).
