DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.
Construction Permits
DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. The public may review the following air quality construction permits available online at https://idnraqrr.iowadnr.gov/ConPermitSearch or through the EASY Air Public Inquiry Portal and then click the Public Notice tab.

Permit No. 95-A-154-P7 (Melting Furnace) is being amended to clarify the metal HAP-containing materials usage restriction. Public comment period ends March 6.
Des Moines County
IPL – Burlington Generating Station, 4282 Sullivan Slough Rd, Burlington

IPL – Burlington Generating Station is a company that provides electricity to homes and businesses in Iowa. They are requesting to update their power plant to meet growing electricity demand.
- What is being added: The company has requested to install five new engines that run on natural gas. These engines will have the capacity to produce 94 megawatts of electricity.
- What is being removed: To make room for the new equipment, the company will shut down and remove four older machines (turbines) and their smaller starter engines.
Besides the five engines, the company also plans to add some support equipment. This includes:
- Backup Power: One generator and one water pump engine that run on diesel fuel. These will only be used during emergencies.
- Storage: Two tanks to hold the diesel fuel for the emergency engines.
- Heating: Small heaters that use natural gas to keep the buildings warm.
- Facility Upgrades: New pipes for natural gas, a safety switch for the electrical system, and some extra truck traffic on the facility roads.
