DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Linn County

Iowa Power and Light Prairie Creek Generating Station (IPL-PCGS), 3300 C St SW, Cedar Rapids, IA 52404

IPL-PCGS operates an existing fossil fuel electric power generation facility in Cedar Rapids, IA. IPL-PCGS has applied for a major modification to its operations. In addition to ceasing combusting coal as of December 31,2025, IPL proposes to install and operate an electric utility generating station called Cedar River Generating Station (IPL-CRGS). It will be co-located on the same site as IPL-PCGS. This modification is to install five stationary spark ignition reciprocating internal combustion engines (18.8 MW each) and auxiliary equipment related to this facility. In addition, two small (< 10 MMBtu/hr) natural gas-fired house heat boilers are proposed at the IPL-PCGS plant. This change will result in emissions increases above the Prevention of Significant Deterioration (PSD) significance levels of particulate matter, nitrogen dioxides, volatile organic compounds, and greenhouse gas emissions from the installation of the emission sources installed associated with this project. 

The public comment period commences on December 30, 2025. The public comment period ends January 28, 2026.
