DES MOINES – The DNR Water Quality Bureau has the following draft water use permits posted for public review. Water use permits regulate how Iowa’s water resources are allocated to ensure facilities use water efficiently and responsibly, at rates and quantities consistent with permit conditions.
As part of the permit review process, the public has the right, and is encouraged, to comment on draft water use permits. Dennis O’Neal requests a permit authorizing withdrawal of withdraw water from one existing and one newly-drilled Missouri River alluvial well, approximately 102 feet deep, located in the SW ¼ of the SE ¼ of truncated Section 13, T87N, R47W, Monona County, Iowa, in the maximum quantity of 300 acre-feet per year at a maximum rate of 3,850 gallons per minute during the period April 1 through September 30 of each year for irrigation of up to 300 acres of general farm crops such as corn and soybeans on land generally described as the E ¾ of the S ½ of truncated Section 13 and NE ¼ of the NE ¼ of Section 24, T84N, R47W, and the N ½ of the NW ¼ of Section 19, T84N, R46W, all in Monona County, Iowa.
The permit modification will authorize the construction of a new Missouri River alluvial well as specified above.
The Department has determined that this use of water conforms to the relevant criteria (Iowa Code Chapter 455B and Iowa Administrative Code 567) and recommends the permit be granted.

The City of West Liberty requests one modified municipal-type water use permit authorizing withdrawals of water from three Cambrian-Ordovician (Jordan Sandstone) aquifer wells, each about 1700 to 1750 feet deep, located on land generally described as the SW ¼ of the SW ¼ of Section 12 and the NE ¼ of the NW ¼ of Section 13, all in T78N, R4W, Muscatine County, Iowa, in the maximum quantity of 238.0 million gallons per year at a maximum total rate of 1400 gallons per minute throughout each year for municipal purposes within and without the Permittee’s corporate limits consistent with its municipal distribution system and other provisions of law.
This permit modification represents the increase in yearly allocation from 142 million gallons per year to 238 million gallons per year, to accommodate increased growth, as detailed above.
The analysis indicates that the requested amount of water is available, and can be used in a beneficial way.
The Department has determined that this use of water conforms to the relevant criteria (Iowa Code Chapter 455B and Iowa Administrative Code Chapter 567) and recommends the permit be granted.
