DES MOINES – The NPDES Section of the Iowa Department of Natural Resources (DNR) is releasing an informal draft renewal of NPDES General Permit #4 (GP #4) for stakeholder review and comment. This early-stage release is intended to gather comprehensive feedback from interested parties, permittees, and the public before formal rulemaking is initiated.
GP #4 covers discharges from Private Sewage Disposal Systems (PSDS) that discharge to either a designated surface water of the state or to a subsurface drainage tile that discharges to a designated surface water of the state and that are constructed in accordance with 567 IAC Chapter 69. The current general permit expires on February 28, 2028. Formal rulemaking to renew GP #4 is expected to begin in mid 2026.

Stakeholders are requested to submit their comments on the draft renewal of GP #4 no later than December 15. The DNR is specifically seeking comments on the clarity, feasibility, and potential impact of the proposed changes.
