DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Title V Operating Permits

Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. Muscatine County

Union Tank Car Co.-Muscatine located at 2603 Dick Drake Way, Muscatine

The application was submitted to operate their existing Rental of Railroad Cars facility. The public comment period ends September 20.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Linn County

Ingredion Incorporated – 1001 First St SW, Cedar Rapids, IA 52404. Project No. 25-247.

Ingredion Incorporated operates a wet corn milling plant in Cedar Rapids, IA. Ingredion Incorporated has applied to rescind one existing Prevention of Significant Deterioration (PSD) source permit. The facility ceased operations of its Germ Predryer in 2021. This change will result in a decrease in the permitted particulate matter, sulfur dioxide, nitrogen oxides, carbon monoxide, volatile organic compound emissions, and hazardous air pollutants from this facility. The public comment period ends October 19.

Marion County

Pella Corporation – Pella Division, 102 Main Street, Pella, IA. Project No. 25-219

Pella Corporation is a privately held window and door manufacturing company. This project is to amend PSD Construction Permit No. 19-A-709-P2 for the proposed removal of two spray booths and the proposed addition of two new robotic spray booths. Public comment period ends on September 19.

Scott County

Linwood Mining & Minerals Corp (“Linwood”), – 401 E Front Street, Davenport, IA. Project No. 25-182.

Linwood operates a limestone mining and lime manufacturing plant. Project No. 25-182 is for the proposed construction of a new limestone milling facility at the Davenport plant. Public comment period ends on September 19.
