111(d) Emission Guidelines for Existing Power Plants

On June 21, 2019, the U.S. Environmental Protection Agency finalized the Affordable Clean Energy (ACE) rule which requires states to develop plans to address greenhouse gas emissions from existing coal-fired power plants. The ACE rule replaces the 2015 Clean Power Plan, which was repealed in the same rule-making. The ACE rule becomes effective on September 6, 2019, and Iowa DNR will have three years to submit a state plan. The rule, fact sheets, and other materials are available on EPA's website. Please contact Christine.Paulson@dnr.iowa.gov if you would like more information.

Update: On January 19, 2021, the U.S. Court of Appeals for the District of Columbia Circuit vacated the federal Affordable Clean Energy (ACE) Rule and remanded it back to the EPA.
