On June 21, 2019, the U.S. Environmental Protection Agency finalized the Affordable Clean Energy (ACE) rule which requires states to develop plans to address greenhouse gas emissions from existing coal-fired power plants. The ACE rule replaces the 2015 Clean Power Plan, which was repealed in the same rule-making. The ACE rule becomes effective on September 6, 2019, and Iowa DNR will have three years to submit a state plan. The rule, fact sheets, and other materials are available on EPA's website. Update: On January 19, 2021, the U.S. Court of Appeals for the District of Columbia Circuit vacated the federal Affordable Clean Energy (ACE) Rule and remanded it back to the EPA.
