111(d) Emission Guidelines for Existing Power Plants

On August 3, 2015 the Environmental Protection Agency (EPA) issued final 111(d) emission guidelines for existing power plants. The DNR convened a stakeholder group regarding the emission guidelines from July 2014 – March 2016. EPA is currently proposing to repeal the Clean Power Plan after completing a thorough review as directed by the Energy Independence Executive Order. EPA will accept comment on the proposal until April 26, 2018.

On December 18, 2017 the EPA  issued an Advance Notice of Proposed Rulemaking (ANPRM) to solicit information from the public about a potential future rulemaking to limit greenhouse gas emissions from existing electric utility generating units.EPA will accept comment on the proposal until February 26, 2018.

State of Iowa Comments on EPA's Proposed 111(d) Rulemakings
The Iowa Department of Natural Resources (DNR), the Iowa Utilities Board (IUB), and the Iowa Economic Development Authority (IEDA) jointly submitted the following comments on the EPA's proposed rulemakings for existing power plants:

On August 3, 2015 EPA finalized new source performance standards for new, modified, and reconstructed power plants.
