The Americans With Disabilites Act (ADA) as applies to water trails is not a serious challenge in construction of water trails. The only type of access that must meet ADA design specifications are ones that include boarding piers. All other types of water launches are exempt from ADA guidelines. However, as water trails are developed, local groups and units of government are strongly encouraged by the Iowa Department of Natural Resources to consider people of all abilities in access design. Canoes and kayaks, once a person reaches the water, tend to have a leveling effect on paddlers. Paddling makes an excellent lifelong activity.
