How to Apply for State Revolving Fund Assistance



Wastewater Treatment/Stormwater Projects:

Project Initiation: Please contact Terry Kirschenman (515-281-8885, terry.kirshenman@dnr.iowa.gov). He will assign a project manager and a project initiation meeting will be scheduled. This is required in order to begin project planning.

CWSRF Intended Use Plan Application: The IUP Application is used to apply for inclusion on the project priority list of the Clean Water SRF Intended Use Plan when the facility plan is submitted. IUPs are developed on an annual basis with quarterly updates as needed (see deadlines below). Projects must be on an approved IUP to be eligible for funding. The IUP Application is not an application for a loan. SRF loan application materials may be obtained from the Iowa Finance Authority.

Drinking Water Projects:

Planning and Design Loans:

Planning and Design Loans cover costs incurred in the planning and design phase of a proposed water infrastructure project. These loans will have 0% interest for up to three years. Eligible costs include engineering fees, archaeological surveys, environmental or geological studies, and costs related to project plan preparation and submission. The loans may be rolled into a State Revolving Fund (SRF) construction loan or can be repaid when permanent financing is committed. The project planning and design costs must be directly related to the proposed wastewater, storm water or drinking water projects.

SRF Construction Loans:

State Revolving Fund (SRF) Construction Loans fund the creation of public drinking water and wastewater infrastructure projects for cities and utilities. These loans have a low interest rate of 3 percent and term of up to 20 years.

After your project has been designed and you are ready to apply for financing for construction, you can apply for an SRF Construction Loan.
