Wastewater Rules

The Iowa Administrative Code (IAC) contains several chapters that regulate the direct discharge of wastewater to waters of the state. The four chapters that contain most of the regulations on wastewater permits (including individual, general, and storm water NPDES permits, operation permits, and wastewater construction permits) are as follows:

• 567 IAC Chapter 60: Scope of Title - Definitions - Forms - Rules of Practice
  Contains the definitions of the terms used in Chapters 60 through 69; the titles and numbers of the forms used for NPDES permitting; and permit application requirements.
  
  
• 567 IAC Chapter 62: Effluent and Pretreatment Standards: Other Effluent Limits or Prohibitions
  Contains a list of prohibited discharges; secondary treatment standards for municipal and semi-public facilities; federal effluent and pretreatment standards; and rules on the reuse of treated effluent.
  
  
• 567 IAC Chapter 63: Monitoring, Analytical, and Reporting Requirements
  Contains tables that set out the monitoring requirements for different types of wastewater facilities and references the Supporting Document for Permit Monitoring Frequency Determination,*pdf. Also contains guidelines establishing test procedures for pollutant analysis; requirements concerning the records of monitoring; effluent toxicity testing requirements; and the bypass regulations.
  
  
• 567 IAC Chapters 64: Wastewater Construction and Operation Permits
  Contains the requirements for wastewater construction permits, operation permits, individual NPDES permits, storm water permits, and General Permits; the rules concerning public participation in the NPDES permit process; guidelines for completing a Notice of Intent for a General Permit; terms and conditions of NPDES permits; and permit fees.
