Abandoned Drums

The Emergency Response & Homeland Security Unit (Unit) is responsible for technical support, receiving required regulatory notifications, and coordinating DNR response during unusual events. In performing some of these functions the Unit operates under the following state regulations:

  • 567 IAC 131 Notification of Hazardous Conditions,

  • 567 IAC 65 Animal Feeding Operations - Manure Release (see subrule 567 IAC 65.2(9)),

  • 567 IAC 24 Air Quality - Excess Emission (see rule 567 IAC 24.1),

  • 567 IAC 63 Wastewater - Wastewater Bypasses (see rule 567 IAC 63.6),

  • 567 IAC 118 Discarded Appliance Demanufacturing - Spills (see rule 567 IAC 118.12),



Once an incident has been reported the Unit may be involved in providing technical support and oversight to the responsible party during cleanup. The following regulations assist the Unit in determining cleanup options and requirements.

  • 567 IAC 120 Landfarming of Petroleum Contaminated Soil,

  • 567 IAC 133 Rules for Determining Cleanup Actions & Responsible Parties,

  • 567 IAC 135 Technical Standards & Corrective Action Requirements for Owners & Operators of Underground Storage Tanks,



The Unit also works under other regulations during complaint investigations and special requests made by other DNR staff.

The underlying Chapter of the Code of Iowa providing the Unit's authority is Code of Iowa Chapter 455B Hazardous Conditions (pdf file).
