Electronic Licensing System for Iowa 2 In early 2009, the Iowa Department of Natural Resources will be releasing a new system for the electronic issuance of Hunting and Fishing licenses and Snowmobile and ATV registrations. The ELSI 2 Link newsletter is being published to provide Iowa’s license vendors with information on upcoming changes and developments. Newsletters will be published monthly through Mid-2009.
