Registering and Closing Tanks The documents listed below offer information on the several features of Iowa's underground tank program. Registration of Underground Storage Tanks: Any Underground Storage Tank (UST), with a capacity greater than 110 gallons, in service after January 1, 1974, and not closed before July 1, 1985 must be registered with the DNR. Farm and residential tanks less than or equal to 1,100 gallons and installed before July 1, 1987, are exempt from the UST technical requirements, but are required to have been registered with the DNR. Farm and residential tanks installed after July 1, 1987 must be registered and are subject to all the UST technical requirements. USTs storing heating oil for on premise heating purposes are exempt from regulation. The registration form may be used to register USTs and record a change in service, owner or upgrade status. Temporary Closure of Underground Storage Tanks: Underground storage tanks must be placed in temporary closure if they are out of operation for more than 3 months. To file for temporary closure, tank owners/operators must submit a Notification of Temporary Closure to the DNR. Tanks in temporary closure must have vent lines open and functioning. All lines, pumps, accesses and ancillary equipment must be properly secured and capped. Financial responsibility and leak detection must be maintained during temporary closure if the tank is not emptied . Tanks may be temporarily closed for up to 12 months. After 12 months the tanks must be upgraded with cathodic protection, internally lined, or permanently closed. A site assessment for contamination must also be completed. Notification of Tank Closure: The DNR must be notified at least 30 days prior to permanently closing or
changing the regulated status of an underground storage tank. This includes
product lines when being removed and replaced. The DNR will provide the tank
owner with guidance documents that explain the soil and groundwater sampling
requirements upon receipt of the notification form.
