Iowa LUST Program

American Recovery and Reinvestment Act Project

(Iowa LUST ARRA Project) 

The Iowa Department of Natural Resources (DNR), in partnership with the US Environmental Protection Agency (EPA), is soliciting proposals from qualified vendors to provide the services necessary to complete the objectives of the Iowa LUST Program - American Recovery and Reinvestment Act Project also known as the Iowa LUST ARRA Project.  Services that will be required are to develop site specific plans for LUST cleanup activities at sites selected by and assigned to the contractor by the Iowa Department of Natural Resources (DNR) and then implementing the planned activities, which may include permanent tank/piping closure, Tier 1 and Tier 2 reports, DNR approved soil excavation, longer-term remediation design and implementation, high risk receptor removal and replacement and other LUST cleanup related activities as described in the Scope of Work.  Sites are located throughout the state of Iowa. All work will be completed in accordance with 567—Chapter 135 (455B) of the Iowa Administrative Code. An emphasis will be placed on performing LUST cleanup activities which can be implemented quickly.

The DNR intends to award four contracts.   Each contract shall be for the amount not to exceed $625,000. Any vendor-specific contract resulting from the RFP shall not be an exclusive contract. The DNR in its sole discretion will select and assign projects to the vendors retained pursuant to this RFP.

Vendors/consulting firms interested in being considered for the project must submit a letter of intent to propose by August 19, 2009 to Karen Anderson, Issuing Officer, Underground Storage Tank Section, Department of Natural Resources, 502 East 9th Street, Des Moines, Iowa 50319-0034. Completed proposals must be received by the issuing officer no later than  September 14, 2009 at 3:30 pm to be considered. Electronic mail and faxed proposals will not be accepted.

US General Services Administration Excluded Parties List

This project is 100 percent funded by the American Recovery and Reinvestment Act of 2009 through the US EPA LUST Trust Fund. Any vendors, consulting firms, contractors, subcontractors or suppliers whose firm, affiliate or employees are listed on the GSA List of Parties Excluded from Federal Procurement and Nonprocurement Programs will be prohibited from the contracting process. Anyone submitting a proposal whose firm, affiliate or employees are listed on the GSA List of Parties Excluded from Federal Procurement and Nonprocurement Programs will be determined to have an ineligible proposal in accordance with Subpart C of 2 CFR Part 180, as implemented by, 2 CFR Part 1532 and 40 CFR 30.13.

A vendor’s term and condition that its firm or affiliate, employees, contractors, subcontractors or suppliers are not listed on the GSA List of Parties Excluded from Federal Procurement and Nonprocurement Programs shall be contained in the proposal; however, this term and condition should not preclude any interested party from ascertaining whether the person or firm is actually listed in the GSA List of Parties Excluded from Federal Procurement and Nonprocurement Programs. The vendor may access the Excluded Parties List System at http://www.epls.gov
