Additional opportunities to provide input on rulemaking for new air quality standards
The Iowa DNR is offering stakeholders additional opportunities to provide input on a draft rulemaking proposal to make changes to the air construction permit exemptions and Title V insignificant activities.
After sending notification of the draft proposal on August 17 (DNR Air Quality list serve and posted at http://www.iowadnr.gov/insidednr/regulatoryair/ctl/detail/mid/2692/itemid/956 ), the DNR received requests for more time to provide the DNR with questions and comments. The DNR is extending the time to provide informal input on the draft proposal to Wednesday, September 12.*
Additionally, the DNR will provide an overview and answer questions about the proposal at its regularly scheduled Air Quality Client Contact Meeting on Thursday, September 6. A conference call option for the meeting is available. See “Additional Information” below for meeting information. Participants are encouraged to ask questions and provide suggestions at the meeting.
The draft proposal incorporates recommendations from the PM2.5 Stakeholder Workgroup held in 2010, and subsequent discussions with stakeholders about Clean Air Act requirements to implement the new and revised air quality standards for fine particulate matter (PM2.5), Lead, Nitrogen Dioxide (NO2) and Sulfur Dioxide (SO2) in Iowa. The draft proposal also includes input from EPA Region VII staff.

*The informal public input period is an opportunity for stakeholders to assist in developing rule proposals. After considering stakeholder input, the DNR will submit the rulemaking proposal to the Governor’s office for clearance. If cleared, the DNR will present the proposed rulemaking for decision to the Environmental Protection Commission (EPC). The public may provide additional comments at the EPC meeting. If the EPC approves the proposal for publication and comment, a Notice of Intended Action will be published in the Iowa Administrative Bulletin. Upon publication, the formal public comment period for the proposed rule changes will be at least 30 days, and the DNR will hold at least one public hearing.
