Templates Available for Hot Mix Asphalt Plants and Aggregate Processing Plants

Two new Air Quality Construction Permit templates are now available for use. These two templates cover certain types of Hot Mix Asphalt Plants and Aggregate Processing Plants and were created to streamline the application process. A collaboration of state and industry representatives developed the templates over a six-month period starting in August 2013. The use of these templates will significantly reduce the turnaround time for permit issuance for both the department and industry.Applicants with new Hot Mix Asphalt Plants or Aggregate Processing Plants can choose to use the new template permits or may continue to use the standard application forms. These templates replace earlier versions that were discontinued due to evolving regulations. The templates contain operating conditions that have been pre-determined to comply with state and federal air rules and regulations. The applicant should review all the requirements in the template before deciding which permitting option is best suited to their operation. Facilities that already have air quality construction permits may continue to operate under the conditions of their current permit and are not required to submit a new application using the new templates.
