SPARS Emission Inventory Training Available Online

If you plan to submit an emissions inventory report electronically to the DNR, you are encouraged to review the previously recorded State Permitting and Air Reporting System (SPARS) webinar training sessions below. 

Also below are a few important announcements regarding SPARS compatibility, Downloadable Reports, new SPARS Data Administrator, and an upcoming user survey.

Title V Emissions Inventory                    Web Manual - Title V

Clients wishing to use SPARS Web to submit their Year 2012 Title V Annual Emissions Inventory will learn how to:

A.    Create a 2012 emissions inventory using their company’s 2011 Emissions Inventory as a template;

B.    Update the newly created inventory to reflect the 2012 emissions data; and

C.   Submit the 2012 Emissions Inventory to DNR via the Internet.

There are two Webinars for the Title V Annual Emissions Inventory hosted by Rachel Quill. These were recorded for the 2011 Emission Inventory, but are applicable to the 2012 EIQ:

Minor Source Emissions Inventory       Web Manual - MSEI

Clients wishing to use SPARS Web to submit their Year 2012 Minor Source Emissions Inventory will learn how to:

A.    Create a 2012 emissions inventory using their company’s 2009 Emissions Inventory as a template;

B.    Update the newly created inventory to reflect the 2012 emissions data; and

C.   Submit the 2012 Emissions Inventory to DNR via the Internet.

Reports

To access emissions data submitted in Title V Forms 3.0 and 4.0 and in Minor Source Forms INV-3 and INV-4, please go to: https://aqbweb.iowadnr.gov/access. You will be required to enter your SPARS user ID and password.

SPARS Web and Windows 7

As computer systems have progressed since SPARS Web was introduced in 2006, some users may encounter issues with running the online application. These issues mainly exist if you have updated your computer to the Windows 7 Operating System, especially the 64 bit version.

If you are still running Windows XP or Vista, you should be able to connect without problems.

Currently, SPARS Web is only supported for Microsoft Internet Explorer. Versions, 7.0, 8.0 and 9.0 are preferred. SPARS Web is not currently supported in Internet Explorer version 10.0.

Follow the instructions in the Setting Up Your Computer to Run SPARS Web document to get you going with the installation.

New SPARS Data Administrator

After 6 great years of running SPARS data management, user support and training, Rachel Quill recently accepted a position with the Air Quality Bureau’s Construction Permits Section.

On December 7, 2012, Kevin Connolly started his new duties as SPARS Data Administrator. Some users may remember that Kevin held the same duties from 1999 to 2006, so he brings a wealth of prior knowledge about the SPARS database.

Coming: SPARS User Survey

There will be a SPARS User Survey posted on the website starting in March. Completion of this survey by users will help us gather information about how best to use SPARS Web, and where improvements might be made.
