Notice of Stakeholder Group: Voluntary Operating Permits for Minor Sources
Pursuant to Executive Order 80, the Director of the Iowa Department of Natural Resources has issued a request for interested parties to participate in a stakeholder group to review air quality voluntary operating permits (VOP) for minor sources. The purpose of the stakeholder group is to make recommendations to increase efficiency and streamline the VOP permit process for minor sources. The Department of Natural Resources is reviewing the VOP program for possible elimination.
A VOP addresses the entire facility and is labor intensive for both the facility and the Air Quality Bureau. The air construction permit program, in contrast, addresses the primary sources of emissions at a facility while establishing enforceable limits which could be below the Title V operating permit thresholds. Air construction permits are a more direct and efficient manner of establishing the necessary emissions limits for a facility.
All interested stakeholders who represent the varying interests impacted by the permit mentioned above should contact Director Chuck Gipp, c/o Jim McGraw, Department of Natural Resources, Wallace State Office Building, 502 East 9th Street, Des Moines, Iowa 50319. The Director will determine which stakeholders should make up the group in order to represent the varied interests. no later than October 31, 2012. All stakeholders are asked to provide the following information:

6. General availability to meet;
7. Explanation of stakeholder interest and how the rule would impact the stakeholder; and
8. Description of how the stakeholder can add to the resolution of the issue.
