Air Quality Rule Changes Go To EPC For Decisions

DES MOINES – The state Environmental Protection Commission (EPC) will tour the Des Moines Water Works facility at its Aug. 20 meeting. The tour is scheduled for 8:30 a.m.; the EPC meeting will follow at 10 a.m., with public participation scheduled for 10:30 a.m.

Members of the EPC and the general public need reservations to attend the tour and those must be made by Aug. 15 with Jerah Sheets at 515-313-8909 or emailed to Jerah.sheets@dnr.iowa.gov.

Requests to speak during public participation must be submitted to Jerah Sheets (contact information above) prior to the meeting or at the meeting before the start of the public participation.

Decisions needed for air quality rule revisions to Chapter 22 and 28 of the Iowa Administrative Code are to revise the subset of the rules for air construction permits and Title V operating permits to emission thresholds and operating conditions. Another revision is to the spray booth “permit by rule.” All revisions are needed to meet the more stringent public health standards for air pollutants implemented by the U.S. Environmental Protection Agency.

Also before the EPC is a decision to adopt the updated federal air toxics standards for stationary engines. The adoption will mean the DNR, rather than the EPA, will implement and enforce these regulations in Iowa, as well as provide compliance assistance with affected facilities.

Commissioners will be asked to approve DNR entering into a sub-grant award with the City of Muscatine with funding of $194,159.08 from an EPA grant to Iowa to reduce diesel emissions. The city of Muscatine has been identified as an important area to encourage diesel emissions reductions. The funding will go to purchase two city public transportation buses and to purchase and install diesel oxidation catalysts and closed crankcase ventilation systems on nine city maintenance vehicles.
