The Comprehensive Planning Program was reintroduced to the FABA section to provide non-regulatory reviews and suggestions for waste management improvement. The DNR still monitors landfills for compliance with state and federal laws.

Solid Waste Comprehensive Planning Areas must have approved Solid Waste Comprehensive Plans in order to have permitted solid waste facilities. 

Citizens, local governments and solid waste facilities can evaluate existing waste management programs and help develop plans and schedules for future waste reduction and recycling programs with solid waste comprehensive plans.

To ensure business, government and consumers work in the same direction, the DNR collaborates with planning areas to develop and review plans, and provide ongoing assistance for waste management goals and strategies.

Plans are designed to serve as a blueprint to achieving the state of Iowa's 50 percent waste diversion goal, and are reviewed by the DNR every five years to ensure progress continues and concerns are addressed.
