Carbon Pollution Standards for the Power Sector
The Environmental Protection Agency (EPA) has been directed to issue a suite of Carbon Pollution Standards for the power sector. The DNR is currently listening to stakeholders and will provide updated information as it becomes available.
New Power Plants - Clean Air Act 111(b)
EPA proposed carbon standards for new power plants on September 20, 2014. The public comment period has now closed, and EPA is expected to finalize the standards by June 1, 2015.
Modified and Reconstructed Power Plants - Clean Air Act 111(b)
EPA proposed carbon pollution standards for modified and reconstructed electricity generating units on June 2, 2014 and plans to finalize the standards by June 1, 2015. EPA will accept public comments on the proposal until October 16, 2014.
Existing Power Plants - Clean Air Act 111(d)
Iowa Schedule and Stakeholder Participation:
EPA proposed carbon pollution guidelines for existing power plants on June 2, 2014 and plans to finalize the guidelines by June 1, 2015. States must submit their implementation plans to EPA by June 30, 2016. EPA will accept public comments on the proposal until October 16, 2014. Stakeholders have already started a dialogue on the 111(d) implementation plan. The DNR has drafted a tentative timeline for developing the plan and is requesting stakeholder feedback:

On November 12, 2014 the Iowa Department of Natural Resources (IDNR), the Iowa Utilities Board (IUB), and the Iowa Economic Development Authority (IEDA) jointly submitted the following comments on the EPA's proposed carbon standards for existing power plants:
