Facilities subject to Title V of the federal Clean Air Act must submit their emissions inventories for 2017 to the Iowa Department of Natural Resources (DNR) Air Quality Bureau by March 31, 2018.

To increase efficiency of and simplify the emissions reporting requirement, DNR recommends that you report the 2017 emissions electronically using the State & Local Emissions Inventory System (SLEIS). 68% of Title V facilities reported in SLEIS last year. Sign up for training now or check out one of the online training videos at www.iowadnr.gov/eAirServices. Send your questions to us at sleis@dnr.iowa.gov.

The option of reporting emissions in paper forms is still available for 2017 emissions. However, starting in 2019, the paper form option will no longer be available for 2018 emission years and later. Instead, DNR will require the Title V emissions inventories be reported electronically using SLEIS.

If you decide to use paper forms to report 2017 emissions, you will need to send us two copies of the current Title V Forms 1.0, 4.0, 5.0, and supporting calculations. Current forms can be downloaded from www.iowadnr.gov/airoperatingpermits. Do not use outdated versions of the forms. If your facility is located in Linn County or Polk County, one additional copy must be sent directly to the corresponding county. For assistance regarding Emissions Inventory or Fee Payment (due July 1, 2018), please contact Weston Li at (515) 725-9580 or Weston.Li@dnr.iowa.gov.

The Annual Compliance Certification and the Semi-Annual Monitoring Report are due March 31, 2018 if your initial Title V permit was issued prior to January 1, 2018. Contact Dennis Thielen at (515) 725-9545 or Dennis.Thielen@dnr.iowa.gov if you have questions about these reports.

For additional information and instructions, please check the informational letter that will be sent to Title V facilities by clicking here or by going to www.iowadnr.gov/AirOperatingPermits and clicking on Title V Forms & Instructions, Emission Inventory, and on the 2017 Title V Emissions Inventory reminder letter at the top of the page.
