Requirement I (Energy Efficiency)
State agencies must, on average, reduce their energy consumption per square foot per degree day by 15%, relative to 2000 levels.
- Only applies to conditioned (heated/cooled) facilities owned by the State (leased facilities are exempt).
- The Department of Administrative Services will responsible for this requirement as it pertains to the Capitol Complex and the Iowa Labs Facility.
- The State of Iowa Facilities Improvement Corporation (SIFIC) is a nonprofit corporation that helps state agencies accomplish cost-effective energy efficiency improvements with no up-front costs, and which pay for themselves through the energy savings they create.

An energy audit has been completed at the Department for the Blind and a previous audit was updated for the Ankeny Liquor Warehouse of the Department of Commerce, and no cost-effective improvements were identified. As a result, these two agencies have been exempted from future Requirement 1 reporting.
The Department of Natural Resources has completed an extensive process of updating energy audits previously completed.
The following state agencies have either signed agreements, or are in the process of having agreements drafted and signed with SIFIC for completion of energy efficiency improvement projects:
- Department of Corrections -- SIFIC staff are doing "scoping audits" for all DOC facilities, w/ two audits completed to date.
- Department of Cultural Affairs -- SIFIC staff are evaluating projects at DCA's Centennial Building in Iowa City.
- Department of Human Services -- DHS has approved a project at the Independence Mental Health Institute; design is underway for DHS projects authorized for the Iowa Juvenile Home in Toledo and the Woodward Resource Center in Woodward, w/ bids received for two new chillers, a new cooling tower, associated pumping equipment and the installation of same for Woodward. The chiller project is being "fast tracked" so that the facility, and Iowa's taxpayers, can avoid the $9,500 per month rental fee they paid last year for a rented chiller; delivery of the equipment is expected on or before 4/14/06.
- Department of Transportation -- DOT is conducting, through SIFIC, comprehensive energy analyses of the Northwest Building (Ames), District Four Office Building (Atlantic), and Ottumwa Maintenance Facility Campus (Ottumwa), and has requested incremental financing through SIFIC for the cost difference between the base Code model and the model with the lowest life cycle cost.

Requirement II (Life Cycle Cost Analysis)
State agencies must purchase lowest life cycle cost equipment and build or renovate facilities to the lowest life cycle cost.
- Only applies to equipment where life cycle cost analysis (LCCA) calculations can be made.
- Applies to all new publicly funded facilities in excess of twenty-thousand (20,000) square feet and that are heated or cooled by a mechanical or electrical system, and renovation projects where additions or alterations exceed fifty percent (50%) of the value of a facility and will affect an energy system.
- Also required by Iowa Code 72.5 and 470.8.

The Iowa Department of Natural Resources and the Iowa Department of Administrative Services conducted training sessions for all state agencies on LCCA requirements.
DAS has written administrative rules dealing w/ certain aspects of EO 41.

Requirement III (Green Power Purchasing)
State agencies must ensure that 10% of electricity comes from alternate energy sources, i.e., green power.
- Only applies to state agencies that directly pay their electric bills; leased facilities are NOT exempt unless electric bills are included in the lease agreement.
- Green power may be either self-generated or purchased through green power purchase programs.
- Changing fuel used in boilers may affect air permits.
- If a facility/agency's utility already has a percentage of green power in the fuel mix, as determined by the Iowa Utilities Board (IUB), they only have to purchase and/or generate the remaining increment of green power to meet the 10% (e.g., if 7% of a utility's electricity already comes from alternate energy sources, the facility will only need to purchase an extra 3% through a green power purchase program and/or generate from a alternate energy source to reach the 10% requirement).
- Alternate energy is defined by Iowa Code 476.42 and includes solar, wind, waste management, resource recovery, refuse-derived fuel, agricultural crops or residues, wood burning, or small hydro. For the purposes of this Executive Order, hydro power "wheeled in" from the Western Area Power Administration DOES NOT qualify as alternate energy.
- Does not apply if the electric utility does not have an available green power purchase program and the facility/agency cannot generate its own renewable energy (such as in the case of a leased facility).

Requirement IV (Alternative Fuel Vehicles, Hybrid-Electric Vehicles and E85)
State agencies must ensure that 100% of their non-law enforcement light duty vehicle fleet purchases are either alternative fuel vehicles or hybrid-electric vehicles. State flexible fuel vehicles must use E85 whenever it is available; state diesel vehicles must use biodiesel blends whenever they are available.
- State is already required to purchase alternate fuel vehicles for 75% of all new non-law enforcement light duty vehicle fleet.
- Applies statewide, but only when equivalent model vehicles are available.
- Applies as state vehicles are retired (no requirement to replace entire fleet).

The Department of Administrative Services has identified 71 vehicles that are eligible for replacement with an alternative fuel or hybrid electric vehicle.

Requirement V (Biodiesel)
State agencies must ensure that all bulk diesel they purchase has 5% renewable content by 2007, 10% by 2008, and 20% by 2010. All agencies must ensure that diesel vehicles operate on biodiesel blends whenever the blends are available.
- Only applies when fuel that meets ASTM D 6751 is available.
- Biodiesel blends higher than 2% used in boilers may affect air permits.

The Iowa Department of Natural Resources has identified bulk tanks located at DNR facilities that currently store diesel and will evaluate the use of soy biodiesel. The DNR has also identified diesel vehicles in its fleet and is developing a procurement process for using biodiesel.
