The State of Iowa Facilities Improvement Corporation (SIFIC) is a nonprofit corporation that helps
state agencies accomplish cost-effective energy efficiency improvements which pay for themselves
through the energy savings they create. To date, SIFIC has saved more than $88 million in energy
costs and more than 1.7 million tons of emissions, while also improving the state facilities!
Who is eligible?
- Any and all facilities owned and operated by the State of Iowa.
Services
- Project identification and analysis
- Approved engineering firms conduct feasibility and technical energy analyses, which are reviewed by SIFIC engineers.
- Financing arrangements
- SIFIC staff fully coordinate the project lease-purchase financing through program legal and financial consultants.
- Construction management
- SIFIC provides full project management, coordinating the needs of the owner, design, construction, the project budget, and commissioning.
- Monitoring of energy savings
- This is an optional program service.

Background
The State of Iowa Facilities Improvement Corporation (SIFIC) was incorporated in 1986 as an Iowa
non-profit corporation under Chapter 504 of the Code of Iowa. Energy conservation revenue bonds
amounting to $12,245,000 were sold on September 18, 1986. The proceeds from the sale were used to
acquire energy improvements for buildings managed by the Departments of General Services, Human Services,
Corrections, and Veterans Affairs. In fiscal year 1989, three additional state agencies - the Departments
of Public Safety, Transportation, and the Department for the Blind - were added to the program using
remaining funds.
Major Accomplishments
SIFIC reached an important milestone in 1999 by paying off its original bond issue a year early,
saving taxpayers $130,000 in interest. To celebrate and honor SIFIC participants and partners, a reception
was held at the Iowa State Capitol in October 1999.
Since it began, SIFIC has facilitated the installation of over $49 million in energy management
improvements, resulting in more than $88 million in total savings through fiscal year 2003. Since its
inception, SIFIC has avoided:
- 1,673,000 tons of carbon dioxide emissions
- 36,000 tons of sulfur dioxide emissions
- 3,200 tons in nitrous oxide emissions
- 4,200 tons in particulate matter
