Notice of Informational Meeting on Proposed Haul Road Dust Control Document

The Iowa Department of Natural Resources (DNR) will conduct an informational meeting regarding a draft document for best management practices (BMP) for haul road dust control on July 25, 2007, at 1 p.m. in the conference rooms at the Air Quality Bureau, 7900 Hickman Road, in Urbandale. The public is welcome to ask questions and provide informal comments on the proposed document at the informational meeting. The DNR plans to adopt this document by reference into the Iowa Administrative Code.

The haul road BMP document has been developed to assist facility owners or operators in identifying and applying appropriate BMP to their paved and unpaved haul roads. The document also specifies haul road calculation methodologies to use in generating emissions estimates for construction permit applications and emissions inventory reporting forms, and clarifies when emissions from facility haul roads are required in air dispersion modeling analyses for prevention of significant deterioration (PSD) projects. Copies of the document and a companion technical support document are available on the Air Quality Bureau web site at www.iowacleanair.com/input/input.html and in the Air Quality Bureau Records Center.

The DNR will request permission from the Environmental Protection Commission (EPC) to proceed with this rulemaking, which will include a formal 30-day public comment period and public hearing, at the September 4, 2007, EPC meeting.
