The Master Matrix Technical Advisory Committee was established by Senate File 2293. The committee was charged with developing a master matrix that would be used as a comprehensive assessment tool for use in approving or disapproving construction permit applications for confinement feeding operation structures, including expansions, of a permitted operation.
The master matrix was drafted and implemented on March 1, 2003. Since then, county boards of supervisors may use the master matrix to evaluate construction permit applications if they have first submitted a construction evaluation resolution to the DNR.
