Iowa Deer Harvest Lower for Sixth Straight Year

Hunters reported harvesting 121,407 deer in Iowa during the 2011-12 seasons, which is 4.5 percent lower than the 127,094 deer reported in 2010-11. To date, Iowa’s deer population has been reduced by 30 percent from its peak in 2006, and is still declining.

Regular Deer Seasons End

The final regular deer season ended Jan. 10 when the late season muzzleloader and the archery season closed. Deer hunters had reported taking nearly 113,000 deer at the end of the season which is about 4 percent lower than was reported last year at this time and about 21 percent below the reported harvest in 2006.

Trespassing Case Leads to Additional Charges for Clarinda Man

Three area snowmobile groups, Driftrunners from Howard County, Trail Twisters from Winneshiek County, and Sno-Blazers from Allamakee County, and the Iowa Department of Natural Resources have been working to bring snowmobile trails on northeast Iowa Wildlife Management Areas (WMA) into compliance over the past two years, culminating in an agreement last month to allow snowmobiles access to a trail on the Pool Slough WMA in Allamakee County and to cross a portion of the Turkey River WMA for one more year for the Howard County Snowfest winter festival.

Elk Taken in Crawford County to Be Tested for Disease

Wildlife biologists dispatched an elk Wednesday in Crawford County near the town of Charter Oak. Testing is being done on the elk for chronic wasting disease (CWD), brucellosis and tuberculosis. 2011-12 Iowa Pheasant Season Forecast

BOONE – Results of Iowa’s statewide survey of upland game are in and show a small gain in pheasant numbers in southern Iowa and fewer birds across northern Iowa. Overall, pheasant hunters will continue to find better hunting in Iowa’s pheasant belt – northwest, central and north-central Iowa, and a few more birds in south central and southwest Iowa.

Ozone Standard to Remain Unchanged

The EPA is requesting clarification from states in how designations should be specified for the new 1-hour NO2 national ambient air quality standard (NAAQS). While EPA currently has no plans to do so, should EPA promulgate a 1-hour NO2 increment, the designations approach used does have possible implications to prevention of significant deterioration (PSD) permitting. The Department is requesting feedback on a preferred approach to the 1-hour NO2 NAAQS designations.

Compliance Assistance Offered for Businesses Engaged in Metal Fabrication and Finishing

To help businesses understand new requirements to reduce air emissions from metal fabrication and finishing operations, the Iowa DNR Air Quality Bureau and the Iowa Air Emissions Assistance Program (IAEAP) at the University of Northern Iowa have developed important compliance assistance tools. These tools will help facilities determine if they are subject to the rules and how to comply with the requirements.

Request for Input on Draft Rulemaking and Job Impact Statement

The Department is requesting public and stakeholder input on a proposed administrative rulemaking to amend state rules implementing the Prevention of Significant Deterioration (PSD) program for fine particulate matter (PM2.5) to match federal amendments that EPA finalized over a phased-in three year period, including new EPA stack methods for PM2.5. In particular, the Department requests stakeholder responses to questions on the potential impact on jobs in the state and requests input on the draft Jobs Impact Statement (JIS). At this time, the Department cannot determine the jobs impact from the federal regulations because the Department does not have adequate EPA analyses or Iowa-specific data on potential jobs impacts.

Title V Fee Due July 1, 2011

On May 17, 2011, the Iowa Environmental Protection Commission set the Title V air operating permit fee for calendar year 2010 emissions at $56.00 per ton. As required by 567 Iowa Administrative Code (IAC) 22.106, the fee, along with appropriate forms, must be submitted to the Department of Natural Resources - Air Quality Bureau no later than July 1, 2011.

EPA Publishes Proposed Utility MACT/NSPS - Comment Deadline July 5, 2011

EPA published in the Federal Register on May 3, 2011, the proposed National Emission Standards for Hazardous Air Pollutants (NESHAP) for coal and oil fired electric utility steam generating units (EGUs), also known as the “Utility MACT.” EPA concurrently published proposed revisions to the New Source Performance Standards (NSPS) for fossil fueled EGUs and large and small industrial-commercial-institutional steam generating units. EPA originally announced the proposals March 16, 2011. The publication in the Federal Register begins the 60-day public comment period on the rule, which closes on July 5, 2011.

Air Quality Client Contact Meeting Scheduled for May 19

An Air Quality Client Contact Meeting will be held Thursday, May 19 from 1 p.m. to 3:00 p.m. in the DNR Air Quality Bureau conference rooms. DNR staff will provide updates on the NESHAP rescissions, an overview of upcoming federal regulations, PM2.5 SIP updates, request for job impact information on an upcoming PM2.5 PSD rulemaking, and an update on the Bureau’s budget. A portion of the meeting has been set aside for general discussion and dialog on issues and topics to be determined by the meeting attendees.

New Federal Regulations for Boilers, Process Heaters and Incinerators

EPA published in the Federal Register on March 21, 2011, five sets of final regulations affecting combustion sources including new and existing boilers, process heating units and incinerators. EPA originally announced these standards on February 21, 2011. The effective date for these regulations is May 20, 2011.

Important Update to New Version of AERMOD

The EPA released a new version of AERMOD April 7, 2011 (model version 11059). The new version includes multiple bug fixes, as well as several important enhancements. More specifically, AERMOD is now capable of computing the design concentration for the new 1-hour NO2 and SO2 NAAQS.

EPA Extends Deadline for 2010 Federal Greenhouse Gas Reporting to September 30, 2011

The U.S. Environmental Protection Agency (EPA) has issued a final rule amending the federal Greenhouse Gas (GHG) Reporting Program. This rule extends the reporting deadline for 2010 GHG data to September 30, 2011. With the amendment, EPA has extended the reporting deadline this year to allow adequate time for the testing and refinement of EPA's new online GHG reporting tool (e-GGRT) that facilities will use to submit data. This extension will give industry the opportunity to test the tool, provide feedback, and have sufficient time to become familiar with it prior to reporting.

EPA Extends Reporting Deadline for Federal Greenhouse Gas Reporting Program

EPA has announced that it intends to extend this year's reporting deadline for the federal Greenhouse Gas Reporting Program - originally March 31, 2011 - and plans to have the final electronic reporting tool available in late summer. This extension will allow EPA to further test the system that reporters will use to submit data, and give industry the opportunity to test the tool, provide feedback and have sufficient time to become familiar with it prior to reporting.
