Every year, since the development of the Iowa Title V Operating Permit Program, the DNR has conducted meetings with stakeholders to obtain input on the development of the Title V budget and fee. The draft budget may include proposals for changes in the operation of the program to address changes in program focus and costs identified by the DNR to address permittee or public needs, or federal requirements.
