The DNR is proposing to revise Prevention of Significant Deterioration (PSD) Modeling Guidelines and the VISCREEN tool to clarify the guidance related to conducting visibility analyses for modifications at existing facilities. The methodology for conducting such an analysis has not changed, but the proposed revisions to the documents are intended to clarify how to apply the methodology using the VISCREEN tool.
The affected documents are listed below, and drafts of each document are available on the Air Quality Bureau’s Stakeholder Involvement website. The proposed changes have been highlighted in both documents. No other changes are proposed to the PSD Modeling Guidelines or VISCREEN tool.
