Title V Facilitie's Emissions Reports Due March 31
Posted: 03/22/2011

Facilities subject to Title V of the Clean Air Act must submit their emissions inventories for 2010 to the DNR Air Quality Bureau by March 31, 2011.

Title V emission inventory forms can be downloaded from the Operating Permits website. Two copies of Forms 1.0, 4.0, 5.0 and Part 3 are required. For assistance regarding Emissions Inventory or Fee Payment reports (due July 1, 2011), call Weston Li at (515) 281-8549 or Chris Kjellmark at (515) 281-7826.

You may also use the State Permitting and Reporting System (SPARS) software to submit your emissions inventory electronically. For assistance regarding SPARS, call Rachel Quill at (515) 281-8983.

The DNR is not requiring reporting of greenhouse gas (GHG) emissions for 2010. However, suppliers of fossil fuels or industrial GHGs, manufacturers of vehicles and engines, and facilities that emit 25,000 metric tons or more of CO2 equivalent GHG emissions per year are required to submit annual reports to EPA. Please visit http://www.epa.gov/climatechange/emissions/ghgrulemaking.html to determine if your facility is subject to the federal GHG reporting program.

Annual Compliance Certification and the Semi-Annual Monitoring Report are due March 31, 2011 if your initial Title V permit was issued prior to January 1, 2011. If your initial Title V permit was issued prior to July 1, 2011, the Semi-Annual Monitoring Report is due September 30, 2011. Contact Dennis Thielen at (515) 281-4899 if you have questions about these reports.

For additional instructions, please read the informational letter sent to Title V facilities on December 15, 2010.
