The Iowa Department of Natural Resources (DNR) is requesting public comment on the State of Iowa’s infrastructure state implementation plans (SIP) for the national ambient air quality standards (NAAQS) for particulate matter with an aerodynamic diameter less than or equal to a nominal 2.5 microns (PM2.5) and sulfur dioxide (SO2).
The infrastructure SIPs
have been written to fulfill the requirements of Section 110 of the federal Clean Air Act (CAA). Section 110(a) of the CAA requires each state to adopt and submit a plan for the implementation, maintenance, and enforcement of each NAAQS within 3 years of promulgation to the Administrator of the U.S. Environmental Protection Agency (EPA).
The PM2.5 NAAQS were revised on September 21, 2006. In the 2006 revision, the level of the daily standard was lowered from 65 micrograms per cubic meter (ug/m3) to 35 ug/m3.
Iowa’s PM2.5 infrastructure SIP submittal was due September 21, 2009. EPA published a finding of failure to submit the 2006 PM2.5 infrastructure SIP in the Federal Register on September 8, 2011. The DNR must submit and EPA must approve the SIP by October 11, 2013; otherwise the CAA requires EPA to issue a federal implementation plan to address any outstanding SIP elements.
EPA promulgated a new 1-hour, primary SO2 standard of 75 parts per billion (ppb) on June 3, 2010. The DNR must submit to EPA an infrastructure SIP to address the new 1-hour SO2 standard.

A public hearing will be held on July 15, 2013 at 1:30 p.m. in the conference rooms at the Iowa DNR’s Air Quality Bureau office located at 7900 Hickman Road, Suite 1, Windsor Heights, Iowa. All comments must be received no later than 4:30 p.m., July 15, 2013.
Any person who intends to attend the public hearing and has special requirements such as those related to hearing or mobility impairments should contact Wendy Walker at 515-281-6061 to advise of any specific needs. A responsiveness summary will be prepared by the Iowa DNR following the close of the public comment period. The responsiveness summary will include any written or oral comments received during the public participation process and the Iowa DNR’s response to the comments. The completed responsiveness summary will be forwarded to EPA and made available to the public upon request.
