DES MOINES -- The Environmental Protection Commission has amended Chapter 61 to streamline and clarify the process of obtaining Section 401 Water Quality Certification (certification) of federal permits and licenses.

DES MOINES – The DNR is seeking public comments on draft 401 water quality certification—the DNR’s certification that projects affecting streams, lakes, wetlands or on the floodplains will not violate state water quality standards. The 401 certification from DNR is required by state and federal law before the Corps of Engineers can issue a Section 404 permit.

To help producers and contractors, DNR has posted the Construction Certification form which notifies the agency after confinement construction is complete. With the time delay between receiving a construction permit and construction completion, contractors sometimes neglect to certify construction. However, the certification is required before populating any permitted confinement with more than 1,000 animal unit capacity.

Manure applicator certification training for confinement site applicators is wrapping up, with the last live session scheduled Feb. 28. Two dry/solid manure workshops are also available--designed to meet the needs of confinement or commercial applicators who handle dry or solid manure. They are scheduled for Feb. 21 in Adair County and Feb. 22 in Buena Vista County.

In Iowa, confinement site manure applicators — people who haul and land apply manure from a confinement (totally roofed) facility with a capacity of 500 or more animal units (1,250 finishing hogs, 500 beef cattle, etc.) — must be certified or use a certified commercial manure applicator. Commercial applicators (those who are in the business of hauling or applying manure) must also be properly certified.
