eMMP update - a better way to handle manure management plans

Work is proceeding on the new electronic Manure Management Plan—eMMP—which will make it possible to submit short forms for manure management plans and pay fees online. The goal is to simplify filing an annual MMP for 7,000-plus producers, their consultants, and the 99 counties that receive the plans.

Low stream levels, high temperatures and dry conditions set the stage for potential water quality issues and fish kills. Even small amounts of polluted runoff can affect fish and other aquatic organisms under these conditions.

Certificates expire annually on March 1 for commercial manure applicators. Confinement site certificates are viable for three years ending on Dec. 31, with a two-month grace period for renewals.

Manure applicator certification training for confinement site applicators is wrapping up, with the last live session scheduled Feb. 28. Two dry/solid manure workshops are also available--designed to meet the needs of confinement or commercial applicators who handle dry or solid manure. They are scheduled for Feb. 21 in Adair County and Feb. 22 in Buena Vista County.

Again, 88 of 99 counties notified DNR that they plan to use the master matrix to evaluate construction permit applications and proposed locations for animal confinements during 2017 and January of 2018. Supervisors in Davis, Decatur, Des Moines, Keokuk, Lee, Mahaska, Osceola, Plymouth, Wapello, Warren and Washington counties did not pass a construction evaluation resolution, so they will not be using the master matrix this year.

NRCS is planning to replace the Universal Soil Loss Equation (RUSLE2) with WEPP, the Water Erosion Prediction Project model, possibly in the next six months.

DES MOINES – Once again, 88 of 99 Iowa counties notified DNR in January that they plan to evaluate construction permit applications and proposed locations for animal confinements by using the master matrix.

Some facilities have been submitting manure management plans (MMPs) signed by the MMP writer rather than the owner. Just a reminder that the plans, including annual updates, must be signed by the facility owner. If the owner is a corporation, the person authorized by law to sign on behalf of the corporation must sign the MMP. The same applies to open feedlots and truck washes that require a nutrient management plan or NMP.

Here’s a reminder for confinement feeding operation producers who must have a manure management plan (MMP): soil tests are required once every four years. The best times to sample soils are in the fall after harvest and before fertilizer or manure is applied, or in the spring before fertilization.

Unfortunately the end of summer is the worst time for underwater dwellers. In August and September, temperatures are often high, oxygen levels tend to be low and if stream levels are low, fish and other water critters can be especially vulnerable.
